1. The organization was originally established as the East Region village and community day care organization. |

| 1) The first government day care centers in Taiwan were set up in rural areas of the country, so that women could work during the busiest times of the year. | ||||||||||||
2) Many women in urban communities also wished to work, particularly in manufacturing industries. Therefore the ruling KMT government also established kindergartens and community centers in these urban areas to meet the demand for child day care. |

| 3) In September 1979, all day care centers in the area were brought under the control of HsinChu city government, as part of the responsibilities of the new city administration. | ||||||||||||

| 2. In order to standardize child day care, and include all present day-care workers under a common umbrella, in 1997 the city government combined the North Region day care and East Region day care organizations into a single body. This organization currently has day care centers in five places: Puding, Wugong, Shuiyuan, Qianshi, and Nanliao. | ||||||||||||
